AUGUSTA, Maine — The start of a new business grant program will be delayed one more day after the system that handles applications for the funding crashed.

Applications for the Tourism, Hospitality and Retail Recovery Grant Program were supposed to open Wednesday, but statewide power outages pushed the opening to Thursday.

Now, the system that handles applications for the program has crashed.

The state Department of Economic and Community Development said Thursday morning that the online portal to apply for the grant will now be available at 9 a.m. on Friday. The system is used by other states, which are also experiencing difficulties, according to the department.

The new relief program aims to help retail and hospitality businesses that have been hard hit by the economic slowdown from the coronavirus pandemic. The program takes $30 million in existing funds left over from a $200 million

As the U.S enters the busiest time of the year for retailers, Amazon (AMZN) is thriving, saying on Dec. 1 that 2020 “has been the largest holiday shopping season so far in the company’s history.” Walmart (WMT) is seeing big gains in its online sales as well. And Target (TGT) reported a 155% surge in online sales in the third quarter.

But for many small businesses, the story is much different.

Uncertainty among small business in November was at its highest point in four years, according to the National Federation of Small Businesses. That’s due in part to consumers’ rapid shift to online shopping.

LONDON — The coronavirus pandemic has accelerated the adoption of online food delivery apps by two to three years, according to the chief executive of takeaway app Deliveroo.

“Our initial analysis suggests that Covid-19 has accelerated consumer adoption of these delivery services by about two to three years,” Deliveroo’s Will Shu said at the Web Summit tech conference on Thursday.

“We saw this incredible increase in new customers joining the platform. We also saw our existing customers looking to order more often, also ordering for the family more frequently, we saw average basket sizes increase, and also ordering a wider range of products.”

Headquartered in London, Deliveroo has been loss-making for several years but the company’s business has grown through the pandemic, Shu said, adding that it has been profitable at the operating level for the last six months.
